Drug Testing Program

The Department of Defense drug testing program is primarily based upon random urine tests.

Urine tests prove past usage. The tests cannot prove impairment, frequency of usage, method of ingestion, or knowing ingestion.

There are four kinds of urine tests:

  1. Inspections

  2. Probable cause tests

  3. Consent tests

  4. Fitness-for-duty tests

In response to a positive drug screen, commanders may consider the following actions:

  • Court-martial

  • Nonjudicial punishment

  • Administrative separation

  • Other adverse administrative actions

  • No action (commander must conclude no drug abuse)

Results from inspection, probable cause and consent tests may be used in support of nonjudicial punishment under Article 15, UCMJ; courts-martial; and administrative discharges.

A positive fitness-for-duty test may only be used in an administrative discharge action if the service member receives an honorable discharge.
