When commanders learn of derogatory information that involves a military member or civilian employee with access to classified information, the commander must report the information to the security manager and decide whether to suspend the member or employee's access to classified material.

Derogatory information includes criminal or dishonest conduct; unauthorized disclosure of classified information; or an act that indicates poor judgment, unreliability or untrustworthiness.

To revoke a security clearance, commanders should take the following actions:

  1. Provide the member/employee with a written statement of reasons

  2. The member/employee should have an opportunity to respond to the allegations

  3. The commander should provide a written response to the rebuttal

  4. The member/employee should have an opportunity to appeal to higher authority
