Suspension of Favorable Personnel Actions

Suspension of favorable personnel actions is mandatory if an investigation that may result in disciplinary action or financial loss is initiated on a Soldier by military or civilian authorities, or if a Soldier is arrested. 

A flag will be initiated immediately when a Soldier's status changes from favorable to unfavorable.

The effective date of the flag is the date of the incident triggering the investigation or arrest.

A flag based on an arrest, investigation, Article 15, or court-martial will not be removed until the Soldier is released without charges, the charges are dropped, or the punishment (confinement, restriction, extra duty, probation, etc.) or adverse action is completed, including any suspended term.

Pending removal, flags must be periodically reviewed at the company and battalion levels.
