Commanders may impose limitations on installation access to:

  • Exclude individuals previously barred

  • Limit the "open" areas of the base

  • Limit the size of the group

  • Limit the date and/or time of visitation

  • Verify the identification of all visitors

  • Search or restrict any hand-carried or transported items

  • Provide transportation and/or escort service to all visitors

  • Limit access depending on the interest of the group

  • Limit access based on mission and security considerations

Commanders should develop neutral regulations governing access to military installations, including protest activities, demonstrations, open houses, and base tours.

The commander must not act in an arbitrary or capricious manner in deciding questions of base access.

The commander's action must be reasonable in relation to his or her responsibilities to protect and preserve order, and to safeguard persons and property on the installation.
