The Department of Defense requires select military members and civilian employees to file annual financial disclosure forms to insure employees do not engage in official financial transactions or decision-making that, due to their private interests, present a conflict of interest.

CONFIDENTIAL FINANCIAL DISCLOSURE REPORT (OGE 450)

Military members (O-6 and below) and civilian employees (GS/GM-15 and below) must file an OGE 450 when their official position requires them to participate personally and substantially in taking an official action for contracting or procurement, or if the supervisor of such member or employee requires such a report to avoid an actual or apparent conflict of interest.

PUBLIC FINANCIAL DISCLOSURE REPORT (OGE 278)

The following officials must file an OGE 278:

  • Military officers (O-7 and above)

  • Members of the Senior Executive Service

  • Civilian employees (above GS/GM-15) or whose rate of basic pay is fixed at or above 120% of the minimum rate of basic pay for GS/GM-15 employees
