Support to Non-Federal Entities

Government resources and property may only be used for authorized purposes.

With few exceptions, supporting non-federal entities (NFEs) -- even if the government is compensated or reimbursed -- is an improper use of funds and resources.

Federal law specifically entitles some organizations to receive support, including:

  • Red Cross

  • Combined Federal Campaign

  • Boy Scouts/Girl Scouts

  • United Service Organization

  • Civil Air Patrol

  • National Military/Veterans Organizations

  • Youth Organizations

  • Special Athletic Events (e.g. Olympics)

Official communications may be used to notify Department of Defense (DoD) personnel of NFE-sponsored events that enhance morale, welfare or professional education.

Except for fundraising events, logistical support and DoD speakers may be provided to NFE-sponsored events if the support:

  • Does not interfere with official duties

  • Serves official interests

  • Benefits DoD or the local community

  • No preferential treatment of NFEs

  • Support is incidental to the event

Support to NFE fundraisers is limited to logistical support only.
